As Strobel turned left onto Ray Street, he hit a 19-year-old woman who had just stepped into the crosswalk, police said.
The woman was rushed to Christiana Hospital to be treated for serious injuries to her head, spine and leg. She has since been released.
An officer trained in drug recognition determined Strobel was driving under the influence of a drug. Strobel was cited for possession of marijuana, but police would not say if that was the only drug he is suspected of using.
Strobel was initially charged with DUI and released, but after further investigation and evaluation of the victims injuries, police decided to charge him with first-degree vehicular assault, a felony, Rubin said. After being arraigned on the additional charge, Strobel was released on $5,000 secured bond.
He was also charged with inattentive driving, failure to stop at a stop sign, driving without proof of insurance and failure to have registration in his possession.

Police are searching for a man who exposed his genitals in the frozen foods aisle of the Acme in College Square Shopping Center.
The man walked around the store for about an hour before approaching a 65-year-old female employee. He had his pants down to his thighs, with his genitals exposed, Bryda said.
The suspect is described as a dark-skinned black man, 30 to 40 years old, between 5 feet, 8 inches and 5 feet 10 inches tall, with an average weight and dreadlocks. He was wearing a navy-blue jacket, khaki pants and sunglasses.
