The deliberations follow a turbulent few weeks in Iran. Economic protests that broke out at the end of December rocked some 80 cities and led to the arrest of thousands of Iranians — and at least 22 reported deaths, including of a number of people detained in prison. The uprising has largely dwindled, but it served as the most dramatic jolt to the government in Tehran since the brutally quashed 2009 Green Movement protests, which followed a presidential election widely believed to have been rigged.

For many of Trump’s supporters, however, the comments may not prove to be particularly damaging. Trump came under fire from conservatives this week for seeming to suggest that he would be open to a comprehensive immigration reform deal without money for a border wall, before he quickly backtracked.

But the rosy description of his relationship with the North Korean leader was another jarring reversal in tone from a president who has spoken admiringly of Mr. Kim in some moments and mocked him in others, referring to him as a fat “Little Rocket Man.”Before voting to extend the law, known as Section 702 of the FISA Amendments Act, the House rejected an amendment that would have imposed a series of new safeguards. That proposal included a requirement that officials obtain warrants in most cases before hunting for, and reading, emails and other messages of Americans that were swept up under the surveillance.

Donald Trump has scrapped plans to visit Britain next month.In the interview on Thursday, Mr. Trump said he expected that North Korea’s effort to talk with South Korea is an attempt to drive a wedge between the South Koreans and the United States. He said that probably was their motivation, and he suggested that he should know.
