On August 29, Russian President Vladimir Putin addressed the country in order to clear up the details about the upcoming pension reform and proposed some ways to soften and coordinate the legislation.

About 100 people have been detained during unauthorized rallies in Moscow and St. Petersburg, senior official of the Russian Interior Ministry Yury Valyaev told reporters.

“Some 100 people were detained in St. Petersburg and several people in Moscow. They were detained for participation in the unauthorized rallies,” Valyaev said.

Approximately 30 people were arrested during the rally in the city of Yekaterinburg, according to ombudswoman of the Sverdlovsk Region Tatyana Merzlyakova.

“Ahead of the single voting day, 17 criminal cases related to the elections this or that way were opened,” he said.

“The rally was unauthorized, actions of its participants contradicted the legislation. About 30 people have been detained,” the ombudswoman said, adding that most of the detained activists had already been released.

A rally against the retirement-age increase has been held in the center of Moscow on Sunday. The protests, triggered by the pension reform, occurred in several cities across the country, however, in the capital they were not authorized by the local government.

On Thursday, Russian President Vladimir Putin submitted to the State Duma amendments to the bill on improving the pension system. The presidents amendments have softened the proposed changes in the legislation, particularly, reducing the future retirement age for women from 63 to 60.

According to the press service for the Moscow Interior Ministry, up to 2,000 people have attended an unauthorized public event on Pushkin Square. Police and National Guard officers are securing public order and safety at the site. The demonstration is being held to coincide with mayoral elections in Moscow. 

On July 19, the Russian State Duma adopted in the first reading a bill on changes to the pension law. The bill proposed raising the retirement age from 60 to 65 years for men and from 55 to 63 years for women. The changes are expected to be implemented gradually starting from 2019.

“We are following the situation,” head of the Regional Security Department Vladimir Chernikov told Sputnik.

The protesters oppose a bill, adopted in the first reading by the Russian State Duma. The legislation proposed raising the retirement age from 60 to 65 years for men and from 55 to 63 years for women. Those changes are to be implemented gradually starting from 2019. President Putin, however, proposed amendments that set the retirement age for men and women at 65 and 60 years, respectively.

MOSCOW, September 9. /TASS/. About 100 people were detained in Moscow and St. Petersburg for taking part in unauthorized protest rallies on Sunday, the single voting day in Russia, chief of the Russian interior ministrys public order directorate, Yuri Valyaev, reported.

“About 100 people were detained in St. Petersburg and several more – in Moscow for violating national laws,” he said, adding that these people had taken part in unauthorized rallies to protest against the pension reform.

The draft bill on amendments to the national pension system submitted by the government to the Russian State Duma, the lower house of parliament, stipulated a gradual increase in the retirement age to 65 for men (by 2028) and to 63 for women (by 2034).

President Vladimir Putin said earlier in a televised address to the nation that he supported the much-talked about reforms to the pension system in general, but noted that the relevant draft bill required serious revisions. He suggested setting the retirement age at 60 for women and at 65 for men. The head of state also said he thought it necessary to double the unemployment benefit for pre-retirement age individuals since 2019, introduce preferential retirement in the age of 50-57 for mothers with many children and keep land tax and real property tax benefits for citizens at the level of the current retirement age. Putin also pointed to the necessity of introducing employers liability for unjustified dismissal or refusal to employ pre-retirement age individuals.

The changes proposed by the president are expected to be included in the bill by the second reading on September 24.
