During the exercise, the national power grid will not be impacted. Most social media reports referencing the announcement do not mention the exercise is a simulation and will have no “real life” impact.

An electromagnetic pulse (EMP) is a short burst of electromagnetic radiation, and it's generally disruptive or damaging to electronic equipment.So News 19 can verify that there will not be a nationwide blackout on Nov. 4.Routine communication interoperability training happens four times each year and involves various divisions of the DoD along with amateur radio operators and MARS organizations.  During the first week of November, these entities will come together to train under a simulated “very bad day” scenario.

It all stems from a press release from the Department of Defense. It describes a “very bad day’ scenario – an exercise – a simulation. 
A spokesman with the U.S. Army Cyber Command said the Department of Defense is conducting an exercise on Nov. 4-6 but it will only affect amateur radio operators. He said this exercise happens four times a year and it's basically a fire drill, simulating what would happen if electricity went down across the country.
